Is torture used by governments to obfue the evidence?

Example: We KNOW he is guilty but we can't prove it because the evidence is tainted by the use of torture. In the scenario I am talking about the government would be creating an illusion of guilt at the same time distancing themselves from the burden of proof by clouding the waters.
